FLC Chairperson Delivers Presentation on Federal Implementation to National Assembly Committee

September 11, 2026 — The Chairperson of the FLC , Dr. Khim Lal Devkota, presented expert perspectives before the Federalism Enablement and National Concerns Committee of the National Assembly yesterday.
The FLC Chair delivered an in-depth briefing on the critical structural and economic dimensions of Nepal’s federal framework. The presentation focused on pressing federalism implementation issues, including the enactment of the Federal Civil Service Law, the adjustment and operationalization of provincial police and security forces, the Federal Education Law, and the optimization of fiscal transfers to subnational governments.
The engagement holds lasting institutional significance: during his tenure as a Member of the National Assembly, Dr. Devkota personally proposed integrating "Federalism" into the official name of the Committee—a motion unanimously endorsed by the full house. FLC extends its gratitude to the Honorable Committee members for their robust engagement and remains dedicated to supporting evidence-based federal policy.
