Strengthening Federalism Through Parliamentary Engagement
The Orientation Programme on Parliamentary Process and Practice for the Hon'ble Members of Nepal's National Assembly (Upper House) was successfully held in Kathmandu on 22–23 July 2026, organized by the National Assembly Secretariat.
As part of the programme, Federalism and Localization Centre (FLC) Chairperson Dr. Khim Lal Devkota delivered a presentation on 'Federalism, Intergovernmental Relations (IGR), and the Role of National Assembly Members Towards Their Electoral College.'
His presentation highlighted the constitutional foundations of Nepal's federal system, the importance of effective Intergovernmental Relations (IGR) in promoting coordination, cooperation, and coexistence among the three tiers of government, and the constitutional responsibility of National Assembly Members to represent the voices and interests of provincial and local governments through their electoral colleges.
The presentation also emphasized the need to strengthen federal institutions, accelerate pending federal reforms, and reinforce the National Assembly's role in consolidating Nepal's federal democratic governance.
The programme brought together the Right Hon'ble Chairperson, the Hon'ble Deputy Chairperson, Hon'ble Members of the National Assembly, senior officials of the Federal Parliament Secretariat, and parliamentary experts. The interactive discussions provided a valuable platform for sharing perspectives on strengthening parliamentary practice and advancing the effective implementation of federalism in Nepal.
